On June 2, 2009, Congressman John Barrow spoke on the U.S. House floor in support of H.R. 1662, the Anthony DeJuan Boatwright Act ("Juan’s Law"). The bill passed the House and moved to the Senate, where Senator Johnny Isakson of Georgia agreed to introduce it.

Juan’s Story

At just 14 months old, Anthony DeJuan “Juan” Boatwright suffered a tragic accident, falling headfirst into an unattended bucket of mop water at a state-licensed daycare in Augusta, Georgia. Left with severe brain damage and dependent on a ventilator, Juan’s case revealed a shocking reality—child care providers were not required to carry or disclose liability insurance.

What “Juan’s Law” Does

✅ Recommends child care providers carry liability insurance
✅ Requires licensed daycare centers to notify parents in writing whether they have insurance and its coverage amount

Thanks to the tireless advocacy of Jackie Boatwright, “Juan’s Law” is now law in Georgia and Virginia, setting a precedent for stronger child care safety nationwide.
